Default Need oem vista for an hp laptop

So someone wants me to reformat and reinstall vista on their laptop. Its an hp dv2202ca, problem is everything from the recovery partition is deleted, and he didnt make the restore dvds. The legal oem key is still on the bottom of the laptop, im just wondering if getting say a dell oem version will work with this, or if theres a way to download it from hp.
It also makes a high pitched whining sound, although quiet, when the screen is black. Not sure whats causing it but any insight would be great.

My System Specs


A dell version is not suppose to work. You can use a OEM or retail version but you will be needed to call microsoft I'm pretty sure to enter a confirmation code for the install. The only other solution is to order the disk from HP, usually take 1 or 2 week and most of the time it's free + shipping.
