Default OVERCLOCKING issues. =/

Alright, getting right to it:

Core i7 920
Asus P6T Deluxe V2
Patriot Viper Series? 1600Mhz cas 8
Corsair TX750W
Windows 7 Home Pre 64 bit

Right now it is running at stock
but i have had it up at 3.61Ghz easily. and i prolly consider myself a noob at oc-ing
then my computer had some problems, so i reformatted my computer, updated bios as well

and now. i cant get it back up to 3.6
i cant clock it to ANYTHING other than stock D:
which is really upsetting because i have an i7 at stock, when i bought it to be clocked ><

i have a feeling it is because i updated the BIOS?
any other ideas?

my board came with the bios version of......0504
then after the reformat it became 0610

thinking it was the bios problem, i updated it again.... to the current version of 0704.

Cooling is not a problem, as when i had it up at 3.6 before i was in aruond mid low 70s at load after a couple hours.
Cooler Master V8 is doing the cooling.
