Nope, fans power on full speed and stay that way. The really strange thing is the power button working to turn the system on, but not off. I'm going to exchange it as I'm sure it's a dead board... bummer

Actually, this sounds like what happend to my old PSU before it finally died. It would turn on, falls would all go full speed, power lights everywhere, though it would not post, it would not boot, it wouldn't do anything at all. So if you have a spare PSU laying around, even its wattage is low for the entire system to be powered, by enough for CPU/MOBO/RAM try it
