TL;DR, Intel is seeing higher demand of the old Raptor Lake 14th gen CPU than the current generation "AI" CPU. Due to capacity issue (it's an older gen CPU), there is now a shortage.

Pricing would play a big part in this I suspect. They aren’t top dog now, so people don’t pay top dollar prices for their new stuff. But older parts at cheaper prices can make for a good value build.
