Not open to QC residents, or those under 18 (get your parents to enter?). Other than that, doesn't seem to be any surprises in the contest terms and conditions.

The Quebec rules are there to protect us. I've talked about it to my MnA and after the conversation, I have no issue with them anymore.
There are a few ways around them though.
Have a family member / friend who lives out of province? Send it to them
If you live in southern Quebec, there are a number of VERY close areas that have the contest open to them. Open up a PO box in Plattsburgh or Burlington (great for paying less customs duties as well), Cornwall or even Ottawa.
As long as the value of the contest is under $1000.01, it doesn't have to be registered anyways...
