What are the fiber washers for? Must be a 4870X2 thing, don't have them with the EK 4870 FC block. Is it to stop shorting?

Please elaborate on those fiber washers, those (missing from my EK 280GTX package) may very well be the reason why I have a dead card.

Apparently there are some shorting issues at certian screw holes. Quote:

Thanks Doc, but unfortunately with neither the 4870 nor with the 280GTX blocks did I have such note or washers. If washers are needed, then the block probably killed the card since I re-installed the stock cooler, and the power lights were flashing instead of being constant, and the fan would barely spin.
