if you "cant" use the pc because of noise, watercooling would be an excellent way to reducing noise. when you factor in a variable pump and how much gpu's benefit from watercooling seems like a no brain'r

if you want to invest in it that is.

i have used corsair ax series psus and they havnt let me down yet.

2cents.

Does the GPU get hot or is it a driver issue where the system ramps up the GPUs fan for no real reason, I know a year or two ago there were issues with I think t was AMD gpus where the fans would turn on full even when the GPU wasn't hot it turned out to be some weird driver and gpu bug . so if the GPU isn't getting hot but the fan is turning on full maybe try a different driver.
Or you could get an aftermarket cooler .
watercooling is good but it has to be maintained and you do need room for the hoses and then mounting the pump so that it isn't vibrating . but once everything is setup and running it is pretty quite.
Mind you now I only have a custom loop for my Intel CPU becasue I can't find a waterblock for my 560ti gpu

If you can't use your computer because of it, then you have answered your own question. Slap some really quiet fans at 5v on your radiator and away you go.

Not quite that simple but not unreasonable. Need a low FPI rad to run really quiet fans. 1200-1500rpm fans are pretty quiet compared to a jet engine video card fan. I would suggest a minimum 240mm rad for the vid. Triple rad if you wanna cool the cpu too. LOW fpi is the key for quiet tho.
