No, sorry low 30's is idle. Under load is mid 60's. Ambient temp is 23 degrees. No, I don't have A/C in the house. I started with a Cool-it A.L.C. CPU cooler and got bitten by the water cooling bug. Heat from CPU is cooled by a RX360 then goes to cool the GPUs and gets cooled by a RX240 before going back into the reservoir. I'm hoping that answered your cooling the hot side question.
