To add to point Linus makes, here is graph from my experimentation. Temps start climbing after flow drops below 1l/m on i5 , before that the difference was small. I'm not sure what happens with ultra high flow, but that comes with multiple serial pumps anyway (which most people do not have).

When you are watercooling you just want to keep your flow above 1.0 GPM or 3.8 LPM. This is the point where laminar flow is no longer a concern with most modern waterblocks. Any gain after that is minimal as the specific heat capacity of water is already so high.
