Sanyo Denki is prime manufactured of cooling fans for high end computer equipment. Most IBM, HP (and other smaller brands) servers and supercomputers use them for remarkable reliability and performance.

For silence you need any slow RPM fan and San Aces probably is not the top choice here.

That picture doesn't seem to make it look very good IMO - Looks like a cheap finish. Do you have any other shots of it?

I gotta say the machining on the HF looks pretty bad on the top. All of them have those swirly marks.

And San Ace fans are pretty beast when undervolted...

the EK block is in a plastic bag, the reflection of the light is probably what cause those lines

Actually HF top is not polished as bottom or as HK3.0. So observation is correct.

The truth although is that you won't see it after block installed and it counts even less after you get some dust into the case just in one month.

Verry true Daz, although, I probably clean the inside
of my computer every three weeks or so. If people pay premium fir nickel, or chrome finished products, I'm sure they will be anal with dust build up.
