Do you mean GTZ vs. HK 3.0? You would be a fool to choose the GTZ over a HK. The Heatkiller is probably THE best waterblock.

HK3.0 doesn't cost much more, what, $80-90US? Not too bad. For me it's HK or maybe an Enzotech Luna.
