It all depends too what your Ambient Temperature is too. I would want to know that because there is no cooler besides Phase that is going to lower something below your ambient , that could be why you have higher temps.
Even my 965 runs at 35 degrees idle.

If you want Watercooling that really does the trick, get a Coolit Freezone Elite. That thing can handle any processor out there.

my room temp is 21'C highest will be 25'C....
usualy 21'C
and Coolit Freezone Elite doesnt perform very well with that kind of price.
i read the OC3d review...
too pricey and performances 7/10..
i want a liquid cooling that can cold my CPU down to <49'C under fulload on 1.5-1.6V overclock

wait a minute , stupid question, I see they display 4 times the Freq. Multi, VID , don't tell me you can adjust the core individually ? ( keep in mind I never have an AMD since 10 years )

Yes it's supposed to be possible, but I didn't have any luck trying to "underclock" a weak core to get a better OC on the others.

As far as temps go....

I've got a reasonably good WC on a 955be and the best I can get out of it at a fairly high OC is 54c on full load. Might be a bad batch (I've got two with the same thermal signature), but they seem to run fairly hot.

I think you should read the Review of the Freezone Elite that HWC did here.

CoolIT Freezone Elite CPU Cooler Review

Any Peltier unit that can bring something below ambient is well worth the investment. And when you look at what a Proper loop is going to cost you, the Freezone Elite wins out everytime so long as its just the CPU you are cooling.

that does seem high.
im running a x2 550 so the same proc just 2 less cores and i am just using swiftechs single 120 kit for now and my idle stock temps were 19 and at load 25?
cant remember but right now im running at 3.8 and currently my idle is 27.5 and at load no higher then 35 and thats while folding usually,
most games bring it to 33.
