The best analogy I've heard for this (and I'll share it with you) is think of it in terms of a horse running around a track. If the horse runs around the track 10 times in a minute or 100 times in a minute, how much time does it spend in the straight stretches in either scenario?

Answer: exactly the same amount of time.

Slower water NEVER means better cooling, EXCEPT when the cause of the poor cooling is that you're throwing so much pumping power at the problem that the waste heat from the pumps is heating up the water.

But how much more thermal energy is generated via the air friction with the horse?

That analogy works for the AMOUNT of water that passes through a given point in a loop. You're not accounting in the properties of conductance.

Okay, well please demonstrate a loop to me where the heat created by the friction between the water and the tubing would be a factor.

The thermal energy generated via the horse with the air is the exact opposite operation as cooling a CPU block.

If you bothered to think this through, the friction with the tubing is negligible due to the MINIMAL coefficient of friction the tubing wall has against the laminar flow of the water.
