Unless you are running a low end dual core or single core, no. They can't handle the heat load of a high end dual core or any quad core so they would only act as an insulator and heat up your computer. If you want lower than ambient cooling, mod an A/C unit into a water chiller and hook that up to a liquid cooling system. Next step up would be getting a custom build phase change unit (the pre-made ones can't hold a decent temperature for a quad core or i7).

Peltier's are nice in that they are simple, small and silent, but they are grossly inefficient.
