hmmm $200 is not enough for a good kit, you might as well go for good air cooling.A good kit will cost you about $260 where you will see a good temp. gain from air and a even better delta( difference between idle and load temps.)
Water cooling will not give you super low temps as the coolest the water can get is at your idle room temp.
But what it will gove you is much lower delta temps, there for giving you more room for a nice high overclock.
I have a good guide on what parts to get for watercooling, i will post that up and maybe someone can make that a sticky. Ill post it in a few hours as im not home right now.

a 260 budget is fine I'm not set on a price yet but 260 sound pretty fair
