Default Why my gpu clocks are dropping during random gpu load drops in GTA V?

Hello. I am getting random gpu load drops with both clocks drops in GTA V ( updated to 1.36 ).

Here is screen:



I added black arrows during drop to show. Both gpu and memory clocks drops and gpu load drops for a fraction of second and turns back.

My pc: 6700K stock ( good temps )
16gb DDR4
Gigabyte GTX 1080 Xtreme ( stock, good temps ) C
Corsair 750 RM

I am on newest drivers . Windows 10 Anniversary.
Windows power plan : balanced
Nvidia power plan: Optimal

Question. Why it dropping clocks, is this normal using optimal power?
Or something is wrong?

Nvidia drivers are a mixed bag the past few months. I've read Pascal users having clock speed issues, latency issues, temps all over. Personally my Asus 1070 clock speeds don't drop to normal at desktop when i use the latest 375.95 drivers, so I'm using 375.70 without any obvious problems on any game. I'd suggest trying different drivers, don't be afraid to stay on an older version.
These Pascal cards seem very particular for which driver works best, even between brands.
