Yes, and I haven't seen it go down to these speeds. Mind you I'm on an open air test bench....errrr .... box.

It's been between 850 and 1000 almost the whole time under gaming and/or any other stress test. The only thing I haven't done is try to overclock it. I will save that for water cooling.

Playing with fan speeds has an almost direct correlation to speeds. It's kind of funny. I started water cooling nVidia cards because they allow better and more flexible oC on water, but this card somewhat needs it.

So I was planing on buying a 290X and water cooling it, then I read this massive thread. In the end what I understand is that 290X fan speed was to blame for poor benchmark numbers.

So if the 290X was water cooled this issue would not effect the cards performance right?

Even a decent aftermarket air solution is fine. Or wait for third party vendors to start releasing cards. AMD cocked up their cooler so bad on this, even the HWC's hamster wheel could cool it better.

I don't think I can wait till vendor cards and water blocks come out. That might be as long as 4-5 months.

I'll take one for the team and buy my cards now.

You don't have to wait for third party cards. Just buy a couple of these. Toms modified an earlier model to work with it.

Just make sure the VRM's are properly cooled with it.

Huge difference, especially if you plan on watercooling, buying a board partners cooler or don't mind it sounding like a jet engine in your computer case.
