Default 560ti throttling at stock speeds

I have a evga 560ti sc and whenever the core is at 900mhz it seems to throttle itself, heat is not an issue as its running around 70 degrees under load, and ive tried putting a housefan on the card. I've tried bumping up the voltages to 1075 and still throttling at 900mhz, but if i drop the core to 850mhz it doesn't throttle at all. Suggestions?

I had a 560ti running on an older computer at home, stable at 1037mv and 900mhz,i don't think that cranking up the voltage will be useful, the core does not need that much voltage tho...

I don't exactly know what is "throttling" but what i know is that i should not use that much voltage

It was a 560 ti from gigabyte (i always buy gigabyte lol) and it was not factory OC.

It spikes between 900mhz and 450mhz every second or so. Stock voltage is 1037

Oh i know that,happens sometimes with my 570 too (every 3 months), does it make a bit of a whining sound while it does that? But in my case,it's more like a MSI afterburner bug,happens when i wake up computer,for no reason.

what is the stock core frequency? I think there are several SC cards with different specs

Supaflyx3, I have had something like that before. One was a card that had multi fans and one of the fans was dying. I think it would get the odd spike in temps and the gpu throttled back. Another time was a card and the drivers needed updating if I recall right, that is what fixed it that time. If you can also try the card in another PCI slot and another PC that may also help. That way you know its not your PCI slots or PC. Good luck.

Try bumping up the vCore or the memory voltages as I remember one time I had an nvidia card that needed a slight voltage boost as for whatever it was not running fully stable at default settings and upping the voltage helped fix it. Could have been a 560 Ti too...

It's not the vcore i tried bumping that up, i think my card just decided it doesn't want to run at OC speeds anymore.
