Not all the graphics cards are upside down, all the high-end VGA have 2 types, and by high-end, that means they are calculated and design properly.

1/ If you want to use the fans to suck in the air for cooling off, that's when the card is upside down, cause heat rises, all the cool air is at the bottom.

2/ If you want to exhaust the hot air that your card produces, you turn it upward, basic stuffs.

Heat rises. If the cooler was on top it would have to suck the air downward.

Then PC's got louder and hotter and they moved from desktop to tower cases. Still haven't changed the atx standard board design though.

I've got the Silverstone Raven RV02 case and the cooler faces me

This case has shifted the mobo 90 degrees, so the hot air exhausts out the top of the case.
