Slow performance message from Windows after 2nd card added

I've been using 2 monitors for quite a while but finally got around to getting a 2nd card to slave for its ports but now Windows is giving me a slow performance warning message from the taskbar and is turning off aero quite frequently. All of which I find extremely annoying.

My primary card is a 4890 and the new second card is a 5450. I had no problems with drivers or getting the second monitor running and for the most part this is just annoying but I want it fixed. Any and all help will be appreciated, thanks.

1 more question, one of my monitors doesnt have the wallpapers fit the full screen even though I have the setting to fill. Any way to fix this?

I get it running one monitor on my system on my specs page, would also like to know what it is about but i think it might be normal

I just want to add that this didnt happen before I added in the 2nd card.
