HIS are pretty decent in terms of quality.
In regards to this specific card, it seems to use a similar cooler to the 6950 which fared pretty well in reviews for both noise emissions and temperatures. Overclocking potential from my albeit limited experience with HIS cards suggesting that they can handle a decent overvolt and frequency on the core.

I have an HIS 6950 and there's nothing wrong with it whatsoever. Pretty nice looking sticker on the card too. Don't see why you wouldn't go for it.

Yea I've heard pretty good things about HIS just too bad I don't like any of their colour schemes.

They are a bit above average when it comes to Customer Service. I had to RMA my HD2600XT years back, and it was a smooth process.

Really? I was going to add to this thread that I avoid HIS because of their customer service. In the past I thought one had to ship overseas when it came time to RMA... looks like they now have a RMA facility in the USA so that seems to be huge improvement. Personally I would buy MSI. RMA locations in Canada and when I had to RMA two 570's it went very smoothly. I seem to have many issues with RMA's over the border. Couriers are always trying to charge me brokerage fees and tax when the replacement reaches the border.

Nope, for as long as I've delt with HIS there RMA facility is done by Lexy PAcific, and the RMA folks there are really solid. If it was something before the 19XX series generation I don't know but since that time I have had HIS as well.

Sapphire or Diamond or Visontek maybe.
