I'm assuming that's a standard RCA jack? What kind of application does he want to do with the signal?

Without getting into anything specific, I'd think that pretty well any TV card with inputs would do.

i havent really seen cctv cameras with rca jacks on them. im more curious about what kind of camera it is. let me know what kind of camera it is and ill see what i can come up with for you.
unless you find something that will work for you, i know that a proper pci card, software ect usually runs around a couple to a few hundred dollars. it is what i do for a living. i assume you could always find a way around it. not sure what your application is. could always run it to an old time lapse recorder if thats what your after.
depending on how much you want to spend, some of the the new digital video recorders have apps that allow you to log in remotly and view from your phone.
i can only think that the rca jack on the camera once had a bnc connector that was cut off and replaced with the rca to plug into a tv to view from.
bnc connector used for cctv cameras
