Is the 6950 would cost you 70$ more, than no, keep the 560Ti.

I find myself wondering where you're planning on putting the 80mm fan (as a case fan, smaller is noisier) and 200mm fan (no place to mount it in an Elite 430

Where are you buying your hardware that would charge $330 for a 6950? You can get a 6970 for that price. 6950 1gbs sell for around $220 and you can get a 2gb off ncix for $244 making it cheaper and better than the gtx 560 ti.

Check this out. It's an open box 2GB 6950 for $221 from NCIX. It might even be able to be unlocked to a 6970 (don't quote me on this).

If you are buying at NCIX don't forget to pricematch for the other stuff.

If you're going to be overclocking, switch to an ASUS motherboard. Better voltage options and regulation. For some reason, Gigabyte doesn't fully implement offset + LLC on the 1155 chipset. A Pro - level board will run you an extra $25-30 but is well worth it. If you're going to run stock clocks, you can go well down the Giga line and spend $130-140 and still get full features.

$279.00

Gigabyte seem to be the cheapest on that website but for memory i thought gigabyte wasn't a very good graphics card brand.
