Exclamation 6670 problem

Hey guys jeah i just bought this card and i have a problem annoying huh?
My problem:
So when i put this card in it ran fine out he box i got a huge fps jump in games but then it went missing??
Like i was getting only 7 fps average over my 9500gt ddr2 i was shocked.
2nd problem when i watch videos i get these 3 lines appearing in the video heavy when theres alot happening! (it also appears in games not so heavy tho) I have vsync forced on in catalyst manager and in the game what could be the problem?

Update: so i left my pc then the next day i started it up it my screen refreshed and then everything looked so much better?? and what do you know my fps jumped up so much i am now getting:
27 fps average max 31 min 17 in Dragon age on 1600 by 900 res 60 hz at Dx11 Vsync on and all high and aa 2x and af 4x, so jeah major increase im happy but the lines are stil there
What i have tried:
Reloading my drivers twice
Checking my psu if it not broken
Checked my screen its 7 months old so i doubt it
Forced Vaync on
Please help me
What i think the problem is:
My board is a intel foxconn g31mxp-k with a pcie x16 port. The card says its 2.1 and my board says 2.0 could that be the problem?

Use GPU-z and log your GPU temps while gaming to see how high they go.

System specs? OS version? Drivers version? Did you clean your drivers out before installing the new card using something like drivercleaner pro?

That is probably your problem. When you switch from an Nvidia card to an ATI you really need to run drivercleaner pro (it is free). Install the program, uninstall drivers, boot into safemode and remove ALL Nvidia options, reboot, install ATI drivers.

Download Driver Cleaner Pro v1.5 (freeware) - AfterDawn: Software downloads

You also might be experiencing some bottlenecking with your current setup which could result in reduced FPS.

Could be your PSU, what brand is it?

If you are still having issues you may have a bum card. The red lines are not normal at all. Try contacting support at MSI next.
