Default Crossfire question

So I setup an asynchronous crossfire rig last night with a passively cooled 5750 and a reference 5770. This being my first crossfire setup I have a question about the secondary cards idle state.

Right now I have the 5770 as the primary with a single display connected to it. I notice that the 5750 idles at 0/0. I was thinking that it would make more sense to have the 5770 as the secondary to save on power consumption and noise. My question to the crossfire users here is this: when the secondary card is idling at 0/0 does the fan shut down completely? I was going to test this myself, but if the fan doesn't shut down I might just leave it as is.

Nope and it's probably falsely reading too. My HD5870 Crossfire setup is very flaky for monitor though ATI CCC.

If you open up GPU-Z or Afterburner, you'll likely see different numbers. In my scenario, if I've ran any 3D program, the 2nd card refuses to go idle until I reboot. Doesn't seem to hurt temperatures much though so maybe it's not truly 100% load.
