I would get a GTX460 768mb at the bare minimum. The GTS450 is only a bit more powerful that the GTS250.

I went from a 9600GT to a 4850 (similar to the GTS250) and tbh there wasn't much of an improvement.

Try overclocking your 9600GT. I had mine up to 700/1850/1000 which I think gives me the approximate performance of a 8800GT.

I get 47-48 degrees in idle ( 9600 gt ) and in load i get 70 degrees .

Which i think its a bit too much, with the overclocking i think it'll pass the 80 degrees limit .

70*C is normal. I think mine hit 90*C under Furmark, but that is like the most extreme test there is graphics cards...

I would start out by unlink the core and shaders and up the shaders. Shaders play a more important role than the core.
