Default v-sync off on flash video with older systems?

Is it just me, or do older computers TEAR up a lot on flash video (= vsync off). IN particular i've noticed to intel-based videocard systems do this (945g based) The intel control panel is so anemic they it doesn't even have v-sync settings for DirectX.

here are my questions:

1) which systems or videocards suffer from v-sync problems for flash video?
2) Any solution to this?
3) as for modern systems, does the v-sync setting for directX apply to video decoding and/or flash video?

I tend to force vsync on , I cant stand tearing.
