Does the area around the whitening get pretty hot? I'd also stab at a heat issue causing some sort of "layer?" on the PCB to react with the solder points.

By the looks of it, that's some sort of residue from whatever they masked off the through-hole component holes off with when they ran the SMT. (Surface mount and through-hole components are soldered by different processes) It shouldn't cause any issues.

My HD5870 has this too. I figured it was residue from the manufacturing. GPU has been running fine so I see no need to worry.
