well, first you look at your power draw system wide at load. then you look on the side of the psu and of course for a review.

400 watts on the 12v can handle a single card system.

and then : http://tpucdn.com/reviews/ASUS/GeFor...er_maximum.gif

as worst case scenraio.

so unless you have a crazy system, it will be fine

I wouldn't run a GTX470 off that PSU unless I knew which cables ran off which rails.
Having both your 6 pin PCI-E connectors running off the same rail could overload the rail depending on the rest of the system.

Get an EVGA one instead. Where you from OP? Inno3D is popular in Europe and Asia...

I am from Israel and the INNO3D is the cheapest video card here with 2 years warranty.

You're looking at 264W per 12V rail for the PSU you linked. The QX9770 TDP is 136W and the GTX470 is 215W, add your motherboard, ram, drives, fans, etc. The unit SHOULD be able to handle it if you can split the load between the 12V rails.
However, I'm going to assume it gets a bit warm in Israel so I'd recommend getting a better power supply or getting a video card with a lower TDP.
