There hasn't been a review, that i know of, which pits a full vent exhaust model against the center fan model.

Closest I've seen is the Zotac card in Anandtech's review, but that was a poorly executed version of a push-pull. What's the point of aiming for an external exhaust when you block off almost the entire rear with connectors? Eight open slots versus twenty-one, it's no surprise it struggled with temperature and acoustic tests.

How big of a power supply do I need if I want to two way SLI a GTX 460? Will a 750W (with the appropriate amp rating) be good?

a good unit like corsair? even less. of course it depends what the rest of the system looks like

600W and up would be enough.

I received my Gigabyte GTX460 768mb today and the thing is even smaller than I thought it would be. The PCB isn't any larger than my old 9500GT.

Well I don't own a 9800GTX however it is about an inch shorter than an G80 8800GTS.

The GTX 460 sports a very compact board design, with a total length of only 8.25". As you can see from the pictures above, that's quite a bit shorter than some cards in this price class, most notably the Radeon HD 5830. Since AMD didn't produce a reference PCB design for the 5830, most manufacturers have based their cards on the Radeon HD 5870 PCB. That makes the 5830 a relatively lengthy card for this class, and it could present fit problems in smaller cases. Even though it's based on a much larger GPU, the GTX 460 is no longer than the Radeon HD 5770.

Well w/ a P10632 (611 credit) I am getting around 10500 ppd from my 768MB GTX460. Not to shabby at all. Just slightly ahead of what my GTX285 2GB pulls. Both of which are slightly overclocked.

I must say I am very impressed on how quiet this card is. Even while folding fan doesn't go higher than 40% and it is nearly inaudible. I think my power supply is louder than this. I was planning on using a waterblock for this card but I very well may pass on this idea as it is quiet as is. My card is a Gigabyte 758MB FYI.
