The 512MB of memory might not be necessary, but it certainly won't hurt anything. According to the link, the part is out of stock. The discount on it looks like they're clearing stock, so if you know where one is, you'd best grab it ASAP.

If that processor isn't overclocked, you'll be just fine.

Why don't you get this card, it's cheaper, and I would assume better.

Canada Computers - Video Cards > PCI-Express Cards > Powered By nVidia : BFG GeForce 8500GT nVidia GeForce 8500GT Chipset (450Mhz) 512MB DDR2 (800Mhz) Dual Display PCI-Express Graphics Card.

Then it'll depend on how high it's clocked. Honestly, you'll almost certainly still be okay. My current overclocked Quad-core/8800GTS setup is running comfortably with a 450W PSU. You'd have to do some pretty cruel and unusual things to that Pentium 4 before it pulled more power than that. The only reason I gave that qualification is because some people do.

Vinnie: His motherboard has an AGP interface, so he won't be able to use PCI-E type GPU's.

That is a terrible choice over the 7600GT. THe 8600GT is closer and still not as fast for DX9 as the 7600GT.
