Default Cheap, quiet video card for Office PC

Hey guys, I hope someone can help me out.

I'm building my father a new PC, he's mainly using what he currently has for web browsing and documents. He does occasionally watch video, but this is generally flash streamed over the internet. He also runs 2 22" monitors.

Criteria:

inexpensive (preferably under $100)
can order it on NCIX
quiet (assuming there isn't a huge load being put on it)
runs on 400w power supply: NCIX.com - Buy Corsair CMPSU-400CX 400CX 400W ATX 12V 30A Power Supply Active PFC 120MM Fan - CMPSU-400CX In Canada.
hopefully compatible with windows 7
PCI/PCI-E

I'm thinking a passive ATi 4350/70 or 4650/70 would cut it.

I mean for what your dad's using it for I would recommend just on-board video like the ATi hd3200/3300 IGP or Nvidia 8200/8300 IGP, but since he's using 2 monitors, only a basic card is required.

Newegg.ca - Fanless, Desktop Graphics / Video Cards, Video Cards & Video Devices, Computer Hardware Just pick a couple that you like and try to find out if NCIX.com carries them and is willing to do a pricematch.

If there isn't going to be any gaming at all done on the computer, and you're building a rig for him, have you considered onboard?

Thanks for all the help everyone, quick responses were great.

I chose a Powercolor Radeon HD 4650 600MHZ 1GB pricematched to $67 (Newegg).

Sswilson, I haven't looked into whether any/which motherboards offer support for two displays. I knew there were lots of cheap video cards available that would do the job.

Would of went with a $30 HD4350 but whatever...

Thank goodness I checked back here. In the midst of choosing a card and pricematching I ended up with the card I linked above, without realizing it had a fan!

I've rectified that and edited my order to this card instead:
NCIX.com - Buy ASUS EAH3450 Silent 600MHZ 512MB DDR2 800MHZ PCI-E VGA DVI HDMI Low Profile Video Card - EAH3450 SILENT/DI/512MD2 In Canada.

Glad you changed your mind. Saves you money too

That HD4650 would of been rather noisy with that tiny 40mm fan on it.

If the machine is not going to be gaming then I only pick cards that have passive cooling. One less thing to break....
