Thanks -- that worked. I disabled all three "Intel(R) Common User Interface" items in Startup, and I had my CPU back! Yay! At first I tried disabling only two of them, and Windows didn't fully boot -- graphics didn't come up at all. But disable all three of them and you won't have to go into Safe Mode to recover (like I did).
No need to disable all of them, just the igfxpers.exe.
