I have no programs that startup when windows starts accept for the basic programs that windows needs.
Besides I went into safe mode and the folder still wouldn't delete. I think that I need to do a reinstall

PITA. That happens all the time with everybody I think. Fortunately, safe mode fixed it for me last time. I think it comes from programes that refuse to let go of certain files but releases it in safe mode.

sometimes you can reset/set permissions on folders and subfolders with dos and then nuke it. Malwarebytes has an add on that can deal with these stubborn folders too. Nix almost always works tho

I loaded up malwarebyte ( the free version) but couldn't fund any options that would do this.

guess ya gotta pay for a license. I'm gonna take another stab at it and suggest that there is a running service associated with the folder that needs to be forced shut down before nuking it.

Make a small partition on a hard drive.
Move it there. if you can.
Wipe the partition.

I wonder if a thumb drive formatted to look like a hard drive would work for that? Gonna try next time that happens :)
