After unplugging the HDD, now it just hangs at CD/DVD BOOT: _

hmm so you are saying that you cannot boot from cd or dvd even with HD disconnected?

So it's confirmed that:

1: This is not a simple bios option problem.
2: The dvd is spinning in the drive.

Here are two things you can check
1: Re-seat (unplug then re-plug) the data and power cables of the DVD drive.
2: Try and get your hands on another dvd drive. They are literally 20 bucks at my local memx.

If that doesn't work, try this:
1: Plug the dvd drive into a different sata port on your motherboard. Perhaps there's some funky sata 3.0 controller that doesn't play well with you dvd drive. Try and plug it into a sata2.0 port if you have any (dvd's aren't bottlenecked by a sata2 connection).

if you are not getting any error messages with just the cd\dvd drive running then
I would try a different disk like a linux distro to make sure it isn't the cd dvd drive was there an OS already on your hard drive?

This drive is around 5 years old so it uses IDE cables, which is leading me to believe it is the drive not working correctly, however I most likely will get another drive and try it out then

No there wasn't, ordered it brand new from the retailer, and is detected in the BIOS

I've had drives audibly spin indefinitely but never read anything, so at this point my money is on the DVD drive.

bootmgr is on old drive, and is working? or that old HDD isn't first on boot sqence

go to your HDD site and get thier cloning tool to copy old HDD or yor doing a fresh install

you need to format the NEW HDD

Also go in the BIOS and take it off IDE. You want to use AHCI or you'll suffer performance issues
