Did you double check that the auxillary power plug is connected to the video card? Is there any beeps?

Yes I attached the power lead to the gfx card. I removed ram to see if there were any beeps, however, no beeps.

Sometimes it's wise to pull the mobo out, to make sure it isn't shorting on a standoff.

The brass posts that the mobo screws are threaded into.

Anything else you would suggest? I took the mobo out and then re screwed it and will test once again.

test the board while it's outside the case.

Along with doing this only have the bare minimum parts installed (CPU, CPU cooler, motherboard, one stick of RAM, video card, and PSU.)
