Default Corsair H100 Fan Controller Not Working?

I have a Corsair H100 water cooler and it seems like my fan controller is not working. The fans plugged into the controller all work and power on to spin, but it seems the fan controller doesn't change the speeds of the PWM fans' speeds: e.g. low, medium, high settings.

The CPU sensor from the H100 is plugged into the motherboard's CPU fan socket and the 4 pin molex connector from the H100's motor unit is plugged to the power supply's molex connectors.

Does this mean the fan controller is dead if it doesn't respond? Do I have to send in the whole unit or does the fan controller detach from the H100's motor?

Thanks.
