Default 2600K Windows rating

I recently built a new computer with the specs:
ECS Black Deluxe P67H2-A2 SLI (B3)
Power Supply:
XFX Core Edition PRO750W
G.SKILL Ripjaws X Series 8GB
Graphics Card:
GeForce GTX 460 SE Video Card - 1GB
Hard Drive:
Western Digital Caviar Black WD7502AAEX

After firing up this computer with Windows 7, I went to go check the windows rating and I noticed that the processor speed is only 3100MHz. However right above it says the CPU is an i7-2600K 3.4Ghz. Has anybody seen this before? Is it that the computer doesn't read the full speed when it is not fully used? How can I check what exactly my processor speed is so I know I didn't get gyped by intel? Thanks for any help you can provide

Essentially its a power save mood that the processor runs at when its not being overly taxed. Also Windows rating is a horrible way to keep track of your processor speed, you want something actually reliable such as cpuz.

My System Specs


Intel also has a utility to monitor your CPU speed, you can get it off of their site.

I did that to check on my i5 2500k.
