Cannot access hard drive: "disk boot failure"

When I bought this drive, I had bought a 2nd "identical" drive for another machine. I just tried swapping out the control board on the "broken" drive for the one from the working drive but all that did was make a bunch of clicking.

Not sure what that means I need to do, but I'm assuming that means that there is an incompatibility in the control boards despite the drives having all the same identification numbers on them.
