Hangs at Initializing USB Controller during Cold Boot

Lets see what folks think is the problem.
when I start my computer from a cold boot after a shut down, it almost always hangs at Initializing USB Controller. If I shut it down, turn off the PSU, drain all juice from the motherboard by pressing the on switch, turn the PSU back on and then press the start button, it will POST and boot up. If I do a restart, then it will POST and boot every time.
I tried disabling Legacy USB, no difference. I have disconnected all USB devices, no difference.
Background. I first noticed the hang when I was stress testing my 4.2GHz overclock. It had passed 20 loops of Intel Burn Test. I set it to Prime, hopefully overnight. In the morning, it was frozen at the Initializing USB Controller screen. I ascertained from the logs that it had crashed out about an hour after I went to bed, so it had been sitting at that screen for about 5 hours. I did not notice anything else for a couple of days. During that time, I had my video cards in and out a couple of times (my GTX 570s) and actually put my GTX 280s back in by themselves to test them with their stock coolers back on before I sold them. A couple of times it made it through POST but crashed out as it loaded drivers during the boot. When it did that, I had to clear CMOS and reset my BIOS. That issue has gone away, and may not have been related. I may have had my VTT too low for the speed I am running.
So, best guess. PSU? Mother board? Something else?

sounds if your cmos battery is dead for it resets bios to boot and maybe some driver software changes usb settings

Sorry, the meaning of your comment eludes me.
"for it resets bios to boot" Does this mean "because you have to reset the BIOS to boot"? Or does it mean "because the board resets the BIOS itself"?

if drian MB power(pulled wall plug)......the cmos will reset when cmos battery is dead

I now believe this is related to my overclock, but, it is a little early. Things to note. If I shutdown the computer and let it sit overnight, then it posts and boots right up. If I then shutdown and attempt to restart, it hangs.
I did a real CMOS clear, i.e. set jumpers, removed battery and let it sit for an hour. Battery tested fine by the way. Booted up at stock. No issues. Shut down and restarted several times no issues. Reset my overclock manually, but with X 20 multi for 4GHz and with 1.35V VTT and 1.9V PLL. Restarted several times, no issues. I intend to dial my overclock to 4.2GHz back in, and dial back the voltages to observe what happens. As I intend to stress test all the way, this will take some time. I hope all this helps someone else.
