if i watch videos on youtube, the pixels are either everywhere, or just on youtube vids, and sorry lark D:, i've tested my monitor on a different computer and it was fine, but no i havnt tested another video card in my computer, i'm going to see if i can borrow a friends to try that, but if it's fine on another video card, does that just prove my video card is broken?

no, it can still be software thats why one tries a live cd...im out,lol.

i completly formated my harddrive and wiped everything, does that not eliminate that possibility?

^ not completely, but a decent chance of, yes. the Live CD/USB option isn't a bad thing to try either. However I think the software base is covered. get that video card :D

yeah ill see if i can borrow the 5830(lol) in the other room, if not ill try my buddys 6850, i have a feeling it's going to be the video card lol..., if so, gives me a reason to get a new one ;D

edit : after monitoring msi afterburner, if i high light my whole desktop, the pixels disapear and my core clock, memory clock all ramp up, but once i let go they underclock and go back to 300/300...is it possible that the video card underclocking is causing the pixels, if so how can i stop it and keep it at stock
