My System Specs

Default Computer still isn't turning on????

Just completed building my friends computer
Spec:
Mobo: Newegg.com - GIGABYTE GA-H55M-UD2H LGA 1156 Intel H55 HDMI Micro ATX Intel Motherboard
RAM: Newegg.com - A-DATA 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666) Dual Channel Kit Desktop Memory Model AD3U1333B2G9-DRH
CPU: Newegg.com - Intel Core i5-760 Lynnfield 2.8GHz 8MB L3 Cache LGA 1156 95W Quad-Core Desktop Processor BX80605I5760
GPU: Newegg.com - EVGA 012-P3-1470-AR GeForce GTX 470 (Fermi) 1280MB 320-bit GDDR5 PCI Express 2.0 x16 HDCP Ready SLI Support Video Card
PSU: Newegg.com - COOLER MASTER eXtreme Power Plus RS700-PCAAE3-US 700W ATX 12V v2.3 Active PFC Power Supply

Now the problem is, we turn the computer on but it keeps turning off then turning on every 2-3 secs. Now when I take the graphics card out it stays on. I tried a different graphics card. Same thing still happens. Right now I have the computer surging off and on.
Any reason for this?

Faulty power supply perhaps? I don't believe the "eXtreme Power" series is very good.

Are you able to POST with the onboard video?

Is your cpu fan plugged into the cpu fan header on the mobo?

card out=ok means either psu or pci-e slot related.

I had this happen to me So I took out the vid card tried a different one that didn't require any power from psu and it works . I then put the original card back in and tried different plugs and it worked

shutdown temp to low in the bios?
and on that note
heatsink and fan seated real good

the primary RAM slots are bad so I tried the other ones and the system turned on with know problems.

thats pritty much not good. did you get it online or in person? if the latter, and youre sure about it

return it to the store.
