Default shut down prob

im working on a computer and im coming across a speed bump. When i shut the computer down,it logs out of windows and the screen goes blank, but the fans stay running on the computer all fans, case cpu and video card. I have to unplug it to turn it off. This was like it before i reformatted it as well. Its running xp prof. the Power button turns it on, when windows is up the power button is set to shutdown the computer properly, but when the computer goes off and the fans stay on the power button does nothing at all.
It seems like windows is shutting down, but the computer is not.

any ideas?

so if you keep holding the power button for at least 5 secs, nothing happens?

the only Resume state set to in Bios that i can see is if i want the computer to automatically start up when the power cuts back in. and no the power button does nothing if i hold it

I would say that the mobo is dying, letting power go to the fan and some other part after shutdown. Pretty usual problem, sometime it can be the PSU.
