Radeon HD 5870 Game Problem

Hey guys

I am having problems running TF2 at frame rates that are acceptable to me.

I made a thread on the steam forums a while back on it and I couldn't find a solution
One change is that the ram is at 1525mhz and the timings are set to auto. The only other option for the ram is 1933mhz and that seems to high. (something like that)

If you guys could help me out it would be greatly appreciated, its annoying knowing that I spent $300 on a graphics card for it to run a game from 2007 at 20-60fps.

My specs are: AMD 1050T six core processor @4ghz (Its not the OC messing up the fps cause at stock 2.8 it still lagged)
Gpu: XFX HD 5870 ~stock
Mobo: Asus crosshair IV forumla
Ram: 4gb g-skill flare at 1525mhz 9-9-9-24
OS: Windows 7 ultimate 64bit
PSU: 1000W Corsair
Case: Lancool k-62
HD: 2 WD 1tb blacks in raid 0

That's definitely not normal since I can max TF2 with some AA on a Radeon 4870 OC'd and a 1.75 year-old Phenom 9950, at least at LANs with ~8 people or so in game.

Is there something in the background that's causing the slowdowns? (e.g. antivirus)
You may also want to check your temps to make sure no part is throttling due to getting too hot. Also, does changing the game's graphics settings to low give you better frame rates? (I'm not asking you to play at low settings - just to make sure nothing else may be limiting frame rate).

Also, is this the only game that has issues? If so I'd check video and sound drivers to make sure they're not messing up.
