Default right click lagg. what could be the possible issues?

on my spare PC I have a q6600 , 4gb ram with windows 7 x64 os for some reason allot of times when I right click to open something I get extreme lag and a " program is not responding message"
I have the same OS system on my main PC with an 955be cpu with 8gb ram and I don't have this issue so I am wondering what could be the possible culprits.

What video card are you using. I've had the issue before and if I can remember correctly it was Catalyst Control Center or maybe it was the Nvidia Control Panel. I know one of them was the issue. I believe I ended up erasing the video card drivers then reinstalling.
