That means the mobo is dead. Do any of the fans spin up at all? I had a similar problem, mobo wouldn't beep but fans would spin up for a second, shut off and start up again 3 seconds later. I'm assuming you've tested your psu and installed/operated everything correctly.

OMG, that was it. I ran the mobo out of the case with the memory, video card, and the case power plugged in and it booted up.
