PC choppy/laggy issues.

So i have a fairly new pc. And about a week ago I started having some choppy issues and lag issues. Sometimes when i'm switching programs or even windows i'll get like a 1-2 second pause on almost anything i do. Also, video's on youtube get the same pause it's not like video lag more like a delay in it being processed or something kind of hard to explain. Just like the whole screen pauses. Sometimes if i restart it will cure the problem for awhile but usually it just starts up again. Also, i'll get the same lag in games, my FPS will be really high and everything will be fine but i'll get a 1-2 second pause here and there for no reason. I was wondering what could be the problem?

Specs are:

i7 920 processor at stock speed (can't OC, thats a different issue haha)
9gb ddr3 ram Corsair
Gtx 260 core 16
500gb hd WD5000AAKS
750w PS (temps seem ok.)

Are you sure its not window's update or antivirus/security software updates?

Open your task manager, cpuz, gpuz and check if everything is at it's recommended speeds.

to troubleshoot: try under-clocking the GPU or manually setting the GPU FAN to 80% using riva-tuner or something. I have seen this before on a HOT 2xx series video card.

I'm updating Windows right now as I see i must have missed an update, exactly what do you mean?? i'm not super savvy if that means anything. Are u talking performance resource monitor?

drop a live linux cd in there and see if its still choppy. if yes, hardware. or settings in the bios(maybe heat but probably not)
