Try to get into your motherboard bios and see what results you get. If you can get into bios, I'm pretty sure it's your video card.

I can get into bios, and make changes bios is also fuzzy.

yes GPU artifacting or memory on video is shortted check ram on card

can try booting in safe mode by pressing f8 while booting up to see if drivers are funked

I still agree with the others. You should try to get your card into someone else's pc or get someone else's card into your pc. Chances are that's your problem.

yeah, i had a chance to test it in another computer same problem. Gpu vram is probably faulty. So should i get the same card tomorrow ? or buy another gpu. Just looking to spend $200 till, nvidia dx 11 cards come out.

try to do a repair install if the screen is doing that when windows boots it is probably win7 being stupid, iof that doesn't work try reseating the video card , but I am pretty sure that if it is happening when you are at around the windows boot the repair install should fix it.
