Default Blank screen on boot?

I've been having a problem with my build since I built it, but I'm only posting about it now because I can't find out what could be causing it or how to fix it. If I turn my computer on after if it's been off for a while it boots fine. If I do a restart from vista it boots fine. However, when I try to boot it after a shutdown, after a hard reset, or after my BIOS restarts my computer I get no monitor signal. If I wait 20 seconds or so after it turns off it will boot fine; maybe it's just that there's still data in the video RAM? The video card is an Asus HD 4850 TOP, and the monitor is a Samsung T240. Any idea what this could be caused by? It's not that big of a problem, but it is annoying to have to do a hard shutdown everytime I change BIOS settings.

EDIT: Upon further inspection it does not POST at all, there is no beep from the speaker. Not only that: the power light on my case is off and the HDD access light is solidly lit.

EDIT2: When it happens there's also one red light lit on the back of the graphics card.
