Default Radeon X1650 Pro overheat

My graphics card nowadays sits at 70C idle, and when running games goes insanely high. Just the other day, Catalyst exited me out of Unreal Tournament 3 to tell me that my card had officially overheated past a safe temperature (maxing itself at 110C). I pulled the side panel off my motherboard just to double check, and almost burnt my finger against the plastic heatsink housing. I'm honestly suprised it didn't melt.

I was, at first, considering that perhaps due to being on nonstop for a half year, the thing had collected quite a bit of dust inside the housing, clogging the heatsink, even though air was still being directed through and out the housing vents.

However, I took a closer look at GPU-Z, and found something strange.

For some reason, the memory is showing up as clocked TWICE the speed of what it's default is. As well, for some reason my GPU is slightly underclocked.

I have tried using rivatuner (testing hangs my system and displays white and black lines on my screen, so it's not working) and ATI tool (hangs my system as soon as i touch anything in the program window).

any ideas or suggestions?!

I am thinking of applying proper thermal paste and reseating the heatsink on the card, to at least keep it cool until my new build is complete in a month or so. I don't get the TP until this friday though :?

information, suggestions, etc greatly appreciated!

I'm sure GPU-z is just reporting effective clock speed since it's DDR so the mem is really running at ~400MHz. Also the card could throttle itself back when not running 3D apps to save energy, same thing as that Cool'n'Quiet stuff.

You say you HAVE cleaned the HSF out and checcked for air flow??

It's still running as hot as ever. I havent got around to cleaning it up; i was a little short on cash on friday and only had enough for the processor and the vendetta II. (though the vendetta II came with some thermal grease, i dont know if i'll use it or not)

and by the way, it's known as "The Shwa."
